The IESO would like generators, dispatchable loads and marketers/brokers to participate in the Trials Working Group for the Day-Ahead Commitment Process (DACP). This working group is primarily for those organizations who will be involved in the operational component of the trials for the DACP, however all market participants are welcome to join. There will be future training opportunities for LDCs and other market participants focussed on the settlements component of the DACP.
The DACP is on target for the June 1st launch and the success of DACP requires the coordinated effort of everyone involved. To facilitate this coordination, we will form a DACP trials working group (DTWG) which will meet on a regular basis to provide input into the planning, organisation and conduct of the trials. The first meeting is scheduled as a full day session on Thursday, March 23. Subsequent meetings are planned every Wednesday from March 29 thru May 3. To ease your time and travel burden, we plan to utilise web-based conferencing after the first meeting.
Why Participate?
We feel that these trials will be a valuable opportunity for you to:
- verify your state of readiness to participate in DACP;
- gain a better understanding of the design and workings of the DACP;
- identify areas for improvement in your programs, processes and procedures; and,
- assist us in fine-tuning the DACP.
We encourage you to participate in the DACP trials and ask you to join the trials working group by sending an e-mail to stakeholder.engagement@ieso.ca and indicating the subject as DACP Trials Working Group. A response is requested by March 15. Please identify in your response if you are unable to attend but would be interested in participating through a conferencing service.
Objectives of the DACP Trials
DACP trials will be conducted in May 2006. We want to involve as many of you as possible to best simulate how the DACP will work when in actual operation. The objectives of these trials will be threefold, namely:
- familiarize you with the expected behaviours once DACP goes live;
- demonstrate our and your readiness to participate in the DACP; and,
- demonstrate the usability of our and your tools and processes to support the DACP.
Who Should Participate?
The DACP trials will have two components. An operational component will focus on the activities taking place between 06:00 and 16:00 on the day ahead, and then follow the flow of the DACP results through to real-time. This aspect of the DACP trials will involve the following types of market participants:
- Dispatchable generators
- Non-dispatchable generators
- Dispatchable loads
- Marketers/Brokers
A settlements component will focus on your ability to retrieve settlements statements and supporting data files and use them within your systems and business processes. This aspect of the DACP trials will involve all market participants, including distributors, all consumers and transmitters.
BACKGROUND
The design phase of the Process (DACP) was completed late last year. Between January and mid-March of this year the DACP Operations and Settlements Working Groups have focused on finalizing implementation details around how the DACP will function.
