Stakeholder Engagement Working Together is Focus of Generator Sector Representatives This is the fourth in a profile series about members of the IESO Stakeholder Advisory Committee (SAC). The SAC provides advice to the IESO Board of Directors and Executive on market development and planning decisions and welcomes participation by all stakeholders. Generator sector representatives David Butters and Craig Martin want to ensure that all generators in Ontario know they can provide strategic input to the IESO through the Stakeholder Advisory Committee. "People can speak to a SAC generator rep. - we are here and we are independent of other associations and we are happy to represent the interests of all generators," said Mr. Martin, at the Toronto offices of TransCanada Energy Ltd. where he is Director, Eastern Canada Power. Mr. Butters, who is President of the Association of Power Producers of Ontario (APPrO), agreed. "As we are working through solutions and getting a better-integrated system, everybody has to have a better understanding of other people's perspectives and business priorities." Mr. Martin added that it will be particularly important for new market entrants, such as renewable generators, to understand any potential impacts of change. Avoiding negative consequences of change tops the list of generator sector priorities. "The generators are keen to do whatever needs to be done to keep the system running reliably and efficiently, but the respect for the contract needs to stay there," Mr. Martin said, referring to various types of long-term power purchase agreements generators have negotiated to provide electricity in Ontario. "We have long-lived assets - we're here for the long haul - so we need to make sure that we are economically and commercially sustainable." Ontario's generation mix is among the most diverse and robust in Canada, with supply coming from practically every source: nuclear, hydro, wind and solar, natural gas, biomass, and - in the short term - coal. But Mr. Butters and Mr. Martin feel that they have common interests and a common stake in the province. "Generators are commercial entities," said Mr. Butters. "But I think it's fair to say they also recognize that they are making a fundamental input into the economy and to the extent that the economy is doing well or not doing well, generators also do well. So we don't only look at things from the perspective of our own pocketbooks and our own shareholders, we also understand that we are operating in a wider context and at the end of the day, ratepayers have to pay. You have to think about the right balance between all these things." Market Rules and Market Design 10-Year Reliability Data Now Due by March 1 The annual deadline for submission of 10-year data used for reliability assessments has changed as have the classes of market participants required to submit. Wholesale Consumers and Distributors are no longer required to submit this information. Transmitters, Generators, and Connection Applicants are still required to, but the October 1 deadline is changed to March 1 effective immediately. The new date ensures that there is sufficient time each year for the IESO to conduct the necessary studies using the submitted data and meet NERC and NPCC obligations. The changes are reflected in the revised Market Manual 2 Market Administration, Part 2.8: 'Reliability Assessments Information Requirement' and two related forms (Form 1223 and 1494) now posted on the Rules and Manuals page (www.ieso.ca/rules). The new deadline is also posted on the Calendar for Submission of Reliability Assessments Information http://www.ieso.ca/imoweb/monthsYears/ois-calendar.asp. As reported in the Bulletin on June 7, stakeholders agreed with the IESO's proposal to change the annual deadline. The feedback received during the now closed Stakeholder Engagement SE-99 - Changes to Reliability Assessments Information Requirements is posted: http://www.ieso.ca/imoweb/consult/consult_se99.asp. Market and System Operations ORCP Form Available for Comment An Ontario Reliability Compliance Program (ORCP) form has been re-posted to the Change Notification page (www.ieso.ca/change.notice) for comment by July 16, 2012. Stakeholder comments on the form may be sent to pending.changes@ieso.ca. - IESO_FORM_1526 - NERC Reliability Standard: FAC-003-1 - 'Transmission Vegetation Management Program' is used to report vegetation-related transmission outages, in compliance with the NERC standard. There are no content changes but the form has been reformatted to exactly reflect the NERC standard. The ORCP is used by the IESO to monitor, assess and enforce compliance with reliability standards in Ontario. For more information, see http://www.ieso.ca/orcp. 2012 ORCP Schedule Updates The 2012 Ontario Reliability Compliance Program (ORCP) schedule has been updated with the addition of two annual survey forms: - IESO_FORM_1718 - 'Generator Under Frequency Protection Requirements' is used by generators to provide information required under NPCC Directory 12, section 5.4. - IESO_FORM_1719 - 'Automatic Under Frequency Load Shedding - Eastern Interconnection Specific Requirements' is used by Transmitters, Distributors and Wholesalers to provide information required under NPCC Directory 12, section 5.2. Directory 12 provides criteria for under frequency load shedding programs to ensure that declining frequency is arrested and recovered in accordance with NPCC performance requirements. Market Participants that must complete one of these surveys will be notified by email through the Reliability Compliance Tool. Planned IT Outages The Online Outage Request Form will be briefly unavailable on the morning of Wednesday, July 18. The IESO's Planned IT System Outages web page provides an easy way to view all planned outages: http://www.ieso.ca/it.outages. The page is updated frequently and planned outages are posted as soon as they are finalized.
