Ontario Reliability Compliance Program

The Ontario Reliability Compliance Program (ORCP) is used by the IESO to monitor, assess and enforce compliance with reliability standards in Ontario, within the authority given to the IESO by the Electricity Act, 1998 and the market rules.

As part of this program, market participants are required to:

  • Self-certify their compliance status with the reliability standards actively monitored by the ORCP;
  • Self-report potential breaches of reliability standards, indicating actions taken or that will be taken to resolve the breach; and
  • Respond to any other reliability data submittal requests by the IESO under the ORCP.

Reliability Compliance Reporting Tool

Market participants must use the Reliability Compliance Tool to manage their compliance reporting requirements specified by the ORCP, such as self-certification and self-reporting.

To access this tool, you must be designated as a Market Participant compliance contact and have access to the IESO Portal. Instructions to access the tool can be found in the Reliability Compliance Tool step-by-step guide.

Applicability Criteria for Compliance with NERC Reliability Standards and NPCC Criteria

To assist market participants better understand how NERC Reliability Standards and NPCC Criteria apply to their organizations, the IESO,

  • Has developed the "Applicability Criteria for Compliance with NERC Reliability Standards and NPCC Criteria" document which outlines the criteria the IESO uses to determine applicability for compliance with NERC Reliability Standards and NPCC Criteria.
  • Has mapped Ontario market classes definitions to the NERC Functional Model Entity and by extension, has mapped the NERC Reliability Standard and NPCC Criteria requirements to each market participant class.
  • Has created a spreadsheet-based mapping tool with multiple sorting options to help market participants obtain a list of the standard requirements that apply to them based on the facilities they own or operate, the functions they perform, and other key attributes. This tool can be accessed in the table below.

All market participants who own or operate elements and facilities that form part of the IESO-controlled grid are subject to compliance with the IESO Market Rules. Compliance with NERC Reliability Standards and NPCC criteria, however, is mandatory only for those market participants that meet the criteria set out in the above-mentioned “Applicability Criteria” document. Because of these more limited compliance requirements, when communicating about these Standards or Criteria, the IESO will ordinarily contact only those active or pending market participants that meet the applicability criteria and are subject to compliance with NERC Reliability Standards and NPCC Criteria.

Compliance Updates Description
Implementation of NPCC Directory #12 - Underfrequency Load Shedding Program Requirements (February 2010) NPCC Directory #12 was approved by the NPCC membership and came into effect on June 26, 2009. The associated Implementation Plan introduces the new provisions of the Directory over a maximum 6-year period during which the IESO must become compliant with the new requirements. Consistent with this Implementation Plan and as specified in Chapter 5, Section 10.4.6 of the market rules and Market Manual 7: Part 7.4, Section 4.5, the IESO has established the Ontario Underfrequency Load Shedding (UFLS) Program Implementation Plan the details of which can be accessed via the links below.

NERC Cyber Security Standards (CIP 002-009) (2009 Update) The NERC Critical Infrastructure Protection (CIP) cyber security standards (CIP-002 to CIP-009) require the use of a risk-based methodology to identify critical assets, which must then be protected. The IESO developed the methodology for Ontario, in collaboration with market participants, to identify critical assets. For compliance reporting needs and links to the actual CIP standards, please review the current IESO Reliability Compliance Program Schedule posted on this webpage.

Market participants that own Critical Assets identified by the IESO, may request an exception from complying with an applicable CIP requirement using the Ontario Technical Feasibility Exception (TFE) process.
