Inter-market Trading of Operating Reserve (SE-60)
Current market rules allow the IESO to obtain non-spinning operating reserve from commercial imports. The IESO-administered markets, as they are now, do not permit the commercial exporting of operating reserve from Ontario to neighbouring jurisdictions. For reciprocity reasons, importing of OR will also be examined.
Electricity reliability and the market impacts of these initiatives are of interest to all stakeholders. Dispatchable consumers and generators provide OR and consumers pay the cost of procuring OR. The exporting and importing of OR will also have an interest to traders who conduct transactions between neighbouring electricity markets.
The goal of this stakeholder plan is to provide stakeholders the opportunity to provide feedback to IESO staff on the impact of this change on their business and on the market in order for IESO staff to make a complete recommendation to the IESO Board.
