Emergency Load Reduction Program (SE-8)

The creation of a new demand response reliability program is being considered as a way of addressing measures to enhance the reliability of the power system in advance of the summer 2006. The current Emergency Demand Response Program (EDRP) forms part of the IESO control action list for responding to emergency situations and is the last control action available to the IESO before the shedding of non-dispatchable load. While there have been occasions when participants in the program have been given notice that the EDRP could be activated (in the Summer 2003, Winter of 2004 and Summer of 2005), there has been only one actual load reduction request.

The stakeholder plan for the design of an Emergency Load Reduction Program:
  • places a program higher on the emergency control action list allowing loads a greater opportunity to provide reliability support by reducing energy usage under stressed system conditions;
  • allows reduced reliance on other emergency control actions currently implemented prior to EDRP load curtailment; and
  • increases program involvement (such as aggregated response, back up generation etc. ) by addressing the barriers to participation to the extent possible.
