SE-77	Nov 6, 2008	+ Public Policy Considerations of the Treatment of Efficiency and Consumer Impacts in Cost Benefit Analysis The IESO is seeking stakeholder input on what is the appropriate decision criterion to apply when comparing the costs and benefits of proposed changes to market rules, market procedures, or market design. SE-70	Oct 24, 2008	+ Changes to Frequency of 18-Month Outlook The IESO is planning to move forward with changes to the frequency with which the 18-Month Outlook is produced.  Instead of producing the report four times per calendar year, it would be produced twice, once in the Spring and again in the Fall.  In addition, interim updates would be produced on a monthly basis to keep stakeholders informed of changes between reports. SE-68	Aug 6, 2008	+ Transmission Rights Market Review Transmission rights are financial instruments that are periodically auctioned by the IESO and are purchased by market participants to hedge against intertie congestion costs or as speculative investments. The IESO, in response to a request made by the IESO Board of Directors, will be analyzing the current design of the transmission rights market and provide any recommended changes, if applicable. The analysis will cover the three main areas: market design, Transmission Rights Clearing Account and Confidence Level.		September 2009
SE-67	Oct 7, 2008	+ Review of Operating Reserve and Market Schedule Practices and Policies The IESO will be publishing a review of the current practices and policies related to operating reserve and the market schedule and recommend appropriate changes to enhance the market place. This review is in response to recommendations for changes to the IESOs’ operating reserve practices and policies made through several forums.		August 2009
SE-64	Aug 18, 2008	+ IESO System Access Changes on how participant’s access the IESO systems are needed for a number of reasons as outlined in the stakeholder plan. Improvements to the process need to occur in consultation with stakeholders so that their needs are understood.		September 2008
SE-63	Jun 27, 2008	+ Settlement System Upgrade The IESO settlement system tool that is used to produce settlement data/reports for market participants is at the point in its lifecycle where the decision has to be made as to whether to replace it or make enhancements. Improvements to the settlement tool need to occur in consultation with stakeholders so we understand their needs and consider this in our requirements.		October 2008
SE-62	Jul 24, 2008	+ IESO 2009-2011 Business Plan The IESO business plan is a three-year plan that outlines the strategies, priorities and resources needed to address the opportunities and challenges that the IESO faces.		November 2008
SE-61	Jun 16, 2008	+ Exploration of Enhancements to Dispatch Methodology and Processes Over the next several months the IESO will be initiating a dialogue with key stakeholders to discuss both current and future dispatch issues. The initial discussions will help the IESO determine the most effective methods of gathering stakeholder input on this initiative, and help determine the issues and approach for the next phase of this initiative. SE-60	Aug 18, 2008	+ Inter-market Trading of Operating Reserve The IESO examination of allowing the exporting of operating reserve is an outstanding commitment from prior to market commencement. For reciprocity reasons, importing of OR will also be examined. The exporting and importing of operating reserve will have an interest to traders who conduct transactions between neighbouring electricity markets. The existing Market Pricing Working Group will be used for detailed consultation on this initiative.		September 2008
SE-57	Jul 2, 2008	+ Embedded Generation Embedded or distributed generation is usually small scale generators connected within the distribution network and are normally located close to the consumer. The goal of this stakeholder plan is to provide stakeholders the opportunity to give feedback to the IESO on the discussion paper and the potential market rule changes highlighted in the paper. SE-54	Jun 13, 2008	+ Peak vs. average pre-dispatch demand forecast The IESO is proposing a study to determine whether using an average demand forecast would be or less efficient that the current practice of using a peak demand forecast. The goal of the plan is to gather feedback on the proposal the proposed efficiency analysis and cost benefit analysis.		December 2008
SE-51	Apr 8, 2008	+ Temporary No-Load Energization of Facilities without Registered Metering A market rule amendment is being submitted to permit the temporary energization of a step-down transformer for commissioning without the associated revenue metering being registered.		On hold
SE-50	Mar 27, 2008	+ Standards for supply to large urban areas This initiative addresses the concerns raised by stakeholders that the existing documents do not address the needs of large urban centres. The goal of the plan is to gather stakeholder feedback to determine whether the standards set out in the Ontario Resource and Transmission Assessment Criteria meets the needs for large urban areas given their unique characteristics and the present day structure of the electricity market. SE-45	Jun 5, 2008	+ Economic dispatch of linked wheel transactions The current requirements expose market participants performing these transactions to financial risk at the interties. The goal of this stakeholder plan is to gather stakeholder feedback on the issue and to present it to the Technical Panel for recommendations to the IESO Board.		To be determined
SE-40	Sep 17, 2008	+ Loss Penalty Factors Static loss penalty factors were employed prior to market opening as a replacement for the dynamic module - these static loss factors have not been updated since market opening. Loss factors are recalculated based on the grid configuration and will be distributed to market participants for discussion. An analysis will be undertaken to investigate future options to adjusting the loss factors.		August 2008

SE-37	Apr 8, 2008	+ Operating Reserve Initiatives Five operating reserve (OR) initiatives have recently been identified that require a coordinated effort to address. The goal of this stakeholder plan is to provide stakeholders the opportunity to provide feedback to the IESO on the impact of this change on their business and on the market.		December 2008
SE-33	Mar 7, 2008	+ Proposed Changes to AGC Minimum Requirement A market rule amendment submission suggests the removal of the existing market rule requirement specifying that the IESO have at least 100 MW of AGC with a ramp rate of 50 MW/min. The goal of this process is to solicit stakeholder feedback on the impacts of removing from the market rules the minimum MW and ramp rate requirements for regulation/automatic generation control (AGC). SE-27	Jan 18, 2008	+ Facility Outage Management The IESO is upgrading its current outage system to provide greater functionality and improved efficiency. This initiative will provide an opportunity for participants to provide input during the upgrade. This project is currently on hold.		On hold
SE-25	Feb 6, 2008	+ Locational Pricing The purpose of this initiative is to examine the implications on stakeholders and market efficiency of changing how Ontario’s real-time electricity price is calculated, by better reflect the impacts of the transmission system. The ongoing examination of day-ahead mechanisms (SE-21) requires a significant effort from both IESO staff and stakeholders. The commitment of staff and resources to this effort will require that further work on locational pricing be placed on hold at this time.		On hold
SE-24	Sep 25, 2008	+ Report Site Transition The purpose of this stakeholder plan is to determine an acceptable time schedule for the migration of existing reports to a single report location and a standard report format. This stakeholder plan is to provide stakeholders the opportunity to provide input and feedback to the IESO on the impact on their business to accommodate a change in the report format and move to a single location for report retrieval. SE-21	Sep 22, 2008	+ Day-Ahead Market Evolution This stakeholder engagement plan provides a description of the significant decisions which must be made to create a high level design for presentation to the IESO Board in the fall of 2007. The purpose of this plan is to understand the interest and priorities in evolving the electricity market as it relates to day-ahead markets.		Fall 2008
SE-19	May 8, 2006	+ Changes to 18-Month Outlook The challenges to maintain reliability of Ontario's bulk power system during the summer of 2005 that were related to high demands and lower hydroelectric generation have prompted changes to the calculation of supply adequacy for the purposes of reliability assessments. The goal of this stakeholder plan is to determine the inter-tie transaction role in setting the real-time price and to develop an implementation plan to address any changes.		On hold
